This is a very unusual looking Vintage Ladies Tilt style hat from the 1940's era.  It's difficult to describe and I have never seen another like it.  It has a circular stiff band covered in black wool, sort of like a crown that sits on the hat. The head and hair is visible in back when the hat is on the head. The main, raised portion of the hat is sculpted black wool with a black satin wide ribbon bow and black and greenish-ivory feathers.  It has a full black veil in perfect condition with no tears.
Overall this hat is in excellent condition. It appears unworn.
