This is a gorgeous brand new skirt made by Lip Service, from their Blacklist collection called "Sargeant Pepper's Paisley" a few years ago.  It is made from a nice black fabric with a black furry velvet flocking in a paisley print.  It is a lowrise style and has a flap in front that unbuttons to show a leatherette panel.  The buttons are a faux leather look too.  This skirt has such a Vintage /Retro 60's look!  Zips up the back.
